The College of the Florida Keys is governed by a seven member Board of Trustees. The purpose of the board is to provide policy direction for the College, and we do that in part through formal action at regularly scheduled meetings. Meetings are held on the last Tuesday of each month at 2:00 p.m.

Alexandria Suarez (Chair)

Alexandria Suarez, Esq. is a lawyer and former Assistant State Attorney for Monroe County. Her professional career began as a tenured public middle school teacher. She was appointed School Director and Parent Liaison in a school-wide Socratic curriculum which earned an A+ rating by the Florida Board of Education. She moved to the healthcare sector engaging with healthcare providers in various therapeutic areas, including psychiatry. As a 2nd year law student, she was an Assistant Learning Instructor for first year law students. After earning her Juris Doctor, Cum Laude, she practiced in both the private and public sector -most recently as an Assistant State Attorney in the upper and middle keys.

She continues to serve her community as an annual guest speaker on behalf of the Commission on Ethics & Public Trust and as Chair of the Legislative Affairs Committee for the Keys Republican Executive Committee. Trustee Suarez was the recipient of the 2019 Lawyer of Distinction award; 2016 Avvo Client Choice Award in healthcare law; member of Phi Alpha Phi Honor Society and former e-Board member of the Animal Legal Defense Fund; and a member of the Federalist Society.


Peter Batty (Vice Chair)

Batty is the President and Owner of United Atlantic Insurance Group and the Co-Founder and Chairman of the Board of Gulf Atlantic Bank. He also serves as the President and Owner of Southernmost Processing Services, Inc. and ICAMCO, Inc. Active in his community, Batty serves as the Chair of the City of Key West Planning Committee and is a member of the Florida Keys Community Foundation Board of Directors. He earned his bachelor’s degree in philosophy from Florida International University and his master’s degree in political science and government from Florida State University.   

Robert Broton

Broton is currently retired and previously served as the Director of Engineering at Northrop Grumman. Active in his community, he serves as a member of the Electric Warfare and Information Systems Association and the Mooring Condominium Association Board of Directors. Broton earned his bachelor’s degree in electrical engineering from the University of Illinois Urbana and his master’s degree in electrical engineering from the Illinois Institute of Technology.  

Michael Downer

Mike Downer was Senior Vice President, Secretary and Chief Legal Officer of Capital Research and Management Company, investment adviser to American Funds and largest subsidiary of Capital Group.

Capital Group is the world’s largest active asset management organization. He was President and Principal Executive Officer of American Funds Target Date Series. Mike was a member of the boards and management committees of American Funds Distributors and Capital Research and Management Company. Additionally, he was the Chairman of the board, the management committee and the investment committee of Capital Bank and Trust Company, the federal bank affiliate of Capital Group. He also was Chairman of the board, the executive committee, the nominating committee and the compensation committee of ICI Mutual Insurance Company, the U.S. investment management industry’s captive insurance company. In 2006, he selected by the Los Angeles County Bar Association as the Outstanding Corporate Counsel of the Year. Mike retired from Capital Group in 2018 after a career spanning nearly 40 years and moved to Key West full time. Mike and his spouse own Key West Fine Wines. Finally, he currently serves on the board of Soaring Aerospace, Inc., a drone manufacturer based in California.

Andrew Dulcey*

Dulcey is a Private Practice Attorney in Key West. Active in his community, he has served as a member of the Key West Maritime Historical Society and the Key West International Airport Ad-Hoc Committee on Noise. Dulcey earned his juris doctor from the University of Miami.

Edward “Eddie” Kertis

Kertis is a Consultant for the Hawaiian Native Corporation and a Captain and Divemaster for the College of the Florida Keys. Active in his community, he is a member of the Key West Military Affairs Committee and the Key West Art and Historical Society. A veteran of the United States Army, Kertis earned his bachelor’s degree in biology from Stetson University, his master’s degree in environmental engineering from the University of Florida, and his master’s degree in strategic studies from the United States Air Force War College.  

Susan Raffanello*

Raffanello is a Shareholder at Coffey Burlington, P.L. Active in her community, she is the President of the Voice for Florida Keys Children, Inc. and previously served as a member of the Village of Islamorada Land Planning Agency and Charter Review Committee. Raffanello earned her bachelor’s degree in government from Harvard University and her juris doctor from the University of Michigan.
